Percentiles are fixed; the marks they correspond to are set each year by the difficulty of the paper and the size of the candidate pool. Below the qualifying percentile there is no admission route to MBBS in India at any fee.
The practical minimum is higher than the legal one
Qualifying makes you eligible. It does not make a seat available. The lowest entry floors in this directory sit around 130–140 marks, and those are deemed university seats in the final rounds at ₹19–25 Lakhs a year. A candidate exactly at the qualifying mark has options only in stray vacancy, only at the highest fee levels, and only if registered from the beginning.

Why “management quota without NEET” is always a scam
Under National Medical Commission regulations every MBBS seat is allotted through centralised online merit counselling against a qualified NEET result. There is no quota, no category and no fee level that exempts a candidate from that.
An offer of an MBBS seat without NEET qualification is one of three things: a fabrication, an admission to a course that is not MBBS, or an admission to a foreign institution whose degree will not be licensable in India. Families lose very large sums to all three every year, usually in the weeks after results when the fear of losing a year is highest.
The verification is simple and free: every genuine allotment appears on the MCC or state DGME portal against your own registration. If it is not on the portal, it is not a seat.
