The timing rule that decides everything

Haryana is not an open state in the way Uttar Pradesh and Bihar are. Domicile candidates have first call, and non-domicile opportunity appears only where seats go unfilled — which happens most in the later rounds.

The consequence is counter-intuitive: you must register in the early rounds to be eligible for the later ones, even though the early rounds are unlikely to allot you anything. Candidates who wait until they hear that open seats have appeared find they cannot enter.

The fees sit between the two extremes. Roughly ₹12–18 Lakhs a year is more than Uttar Pradesh or Bihar and well under a deemed university, which makes Haryana the sensible middle option for a family that can fund more than ₹12 Lakhs a year but not ₹24 Lakhs.

How Haryana differs from Uttar Pradesh and Bihar

The difference is domicile priority, and it changes the strategy completely. Uttar Pradesh and Bihar are genuinely open: 100% of private seats go to all-India candidates from Round 1, so a non-domicile candidate competes on equal terms from the first allotment.

Haryana allots state candidates first. A non-domicile applicant is not competing for the same pool in Round 1 — they are waiting to see what is left. That makes Haryana unpredictable in a way the open states are not: in a year when domicile demand is strong, very little reaches the later rounds; in a year when it is not, good colleges open up at low cutoffs.
